I'm afraid you totally misunderstood what I was trying to say.
Anyway.
Feel free to use mingw-cross-env and to build XportMinGW as
well as your application using that.
You could also provide a corresponding mingw-cross-env package
"src/libx11.mk" if you like, so that others will benefit from
your efforts. The following guidelines might be helpful:
