I might add that there are five targets for the Win32 platform:
Cygwin, MinGW, MSYS, 16-bit Windows and command.exe, and Windows
NT/2000/XP and cmd.exe. Sadly, the last is very poorly tested and
supported.
It is very easy to test for the version of Windows and cmd.exe in a
make file, set a macro to $(shell ver) and then test it.
