It's the wrong way to redirect, although some people are forced
to do it this way because they are using cheap or bundled web space
where they can't control the meta data properly. Others just
don't realise that HTTP exists, and provides better ways to
redirect.
Refresh has never been included in any of the HTTP standards.
(A current common use of refresh is to generate a fast "splash"
screen and immediately refresh to the slow screen with the real
information).
