^L          REFRESH       refresh the screen to clear garbled text
^R          RELOAD        reload the current document

so ^R is the wrong operation to redraw the display.  ^R is for pages that
are updated are downloaded corrupt.  It goes out of its way to disable
caching.

This is still true and the standard advice, is to use a dedicated caching
program, like the CERN httpd between Lynx and the network.
