it's an extension peculiar (afaik) to the sysv-based os's:  setting the 't' bit
on the directory ensures that only those users who create a file can remove it. 
(the group 's' bit was already pre-empted in some implementations for a
mount-point kludge; I don't know what the owner 's' bit would do, but suppose
that -- which would have made more sense -- is likewise used for something,
somewhere, where "real" sysadmins know all about it).
