Actually, you are correct in both cases. Lynx supports https connections,
but the support is not built into the distributed Lynx source due to US
Government restrictions. To use Lynx with https connections, you have to
do the following:

Obtain the Lynx source
Obtain the SSLeay library
Obtain the SSL mods for Lynx
Compile Lynx with the SSL mods in place

If (and only if) you are a US citizen, and agree to abide the legal 
restrictions on distributing the SSL mods, you can obtain them by
email. I beleive Fote can provide it, but am not sure. Also, I don't,
at the moment recall where you can obtain the SSLeay library.

I do have Lynx 2.7.1 with SSL support running on my system, so it can be 
done, and is not terribly difficult. If you have further difficulties, you
can ask here. If you would be willing, it would be extremely helpfull to
write up the process of adding SSL to Lynx from your point of view so we
can add it to the FAQ list.
