Looking back over this flurry of recent changes, I wonder
why this one was necessary. I find no 'xsltproc.exe' in
the compiler tarball, so I guess the 'xsltproc.exe' we've
built must depend on some compiler runtime file. But why
would that be? IIRC, libxslt is C, not C++, so it can't be
libstdc++. So is the libgcc DLL the reason?
Of course, our plan is to eradicate this last dependency
on libxslt, so we aren't going to spend time thinking
about whether it might be built with a static libgcc.
I'm just curious if you happen to remember the reason.
