but that requires a GPG-signed file, and I can't sign it...]

That seems weird because the RSA key that I created here:

continues to work for pushing to savannah.
What seems even weirder is that I can't even list my keys:
/tmp[0]$gpg --list-keys
/tmp[2]$GNUPGHOME=~/.ssh gpg --list-keys
/tmp[2]$GNUPGHOME=~/.ssh gpg --list-keys 'EMAIL_ADDR'
gpg: error reading key: No public key
although the contents and permissions of ~/.ssh look right:
