Yes and no. I was sure that it was a recently reconfigured mailing
list being pulled into the collective. I simply disagreed with the
way that it was configured.
And I think we have misunderstood each other. I found the list like this:
The list administrator email addresses.
address@hidden
The list moderator email addresses.
address@hidden
address@hidden
But I think that is incorrect. That would send to the
listhelper-moderate list (us here) every moderator message. That is
not what we want. (I believe not anyway. It is certainly not what I
want. :-) What I want anyway is to only see list owner messages to
the listhelper-moderate list. (The names *are* rather confusingly
similar.) Therefore I changed it to this following configuration
which can still be seen in the interface.
The list administrator email addresses.
address@hidden
address@hidden
The list moderator email addresses.
address@hidden
I believe this to be the correct configuration. Compare this to the
bug-gnu-utils configuration for a point of comparison. It now has the
same configuration as bug-gnu-utils whereas before it did not.

Does this make more sense? Or have I completely missed something
here?

The reason I noticed this was that I was starting to see moderator
messages show up in my normal gnu.org mailing list folders. That was
all of unusual, abnormal and somewhat annoying all at the same time
and so I investigated why it was happening and found things as
described in the former part above and changed them to as described in
the latter part.
