Using version 2.18.2, I found that "#(set-global-staff-size 10)" inserted at the book level scales everything on the page nicely.  Ditto for a big size like 40.  But "\score{ … \layout { #(layout-set-staff-size 10) } }" has unpredictable results.  The documentation at http://www.lilypond.org/doc/v2.18/Documentation/notation-big-page#setting-the-staff-size doesn't make a distinction.  I hadn't thought to try them both.  Thanks for the suggestion, Harm.

Hi Pete,

please always state the version you use, 'layout-set-staff-size' is
partly improved in latest devel-versions. Thanks David Kastrup.

Use
set-global-staff-size
or
