Have you tried debian-live? It's well maintained because it's used by the  
Debian project to build their own Live CDs:
http://live.debian.net/manual/current/html/live-manual.en.html

I've just tried it for the first time and I quickly managed to build my  
own .iso with the packages I want. I chose LXDE as desktop and the final  
ISO is currently 740 MB.

It seems easy to setup, you just have to list the packages needed in a file.

I recommend using qemu for testing the image.

I can make a try if I have a clear list of the requirements.
About the build dependencies I _think_ that this should be a good starting
