Does LilyPond claim to consider skylines when choosing page-breaks ?
The current situation is that LilyPond considers several tentative
line-break choices, and estimates how each choice will fill the pages by
using nearly-rectangular estimates of the extents of the lines. She does
not lay these tentative lines out, nor draw skylines around them.
Issue 1053 has some discussion of the situation.
If the behavior changed since ver2.16 on the example of the top of this
issue, I would think there would be a similar example, where the
protrusions cannot be interleaved, where ver2.16 tries to fit the lines on
9 pages then finds the pages to be over-full.
