Looking into backend-library.scm, it seems that the binary for GhostScript must be named `gs.exe'. AFAIK, this is not the case if you install gs manually, and you get names like `gswin32c.exe' or `gswin64c.exe'. 

Thanks for the PDFs.  I suspect ToUnicode issues, similar to #2657.
