On my windows installation, I have no PATH entries for any lilypond  
binaries, so to run lilypond I would need to call the .exe explicitly:

D:\Music\LilyPondDev>"c:\Program Files  
(x86)\LilyPondV2.15.41\usr\bin\lilypond" 1022.ly

for example.  If I go to that directory and rename gs.exe to oldgs.exe,  
running lilypond results in this:

Converting to `./1022.pdf'...
failed (0): gs: Failed to execute child process (No such file or directory)

So my installation behaves as we would expect.
