restart project extend life of old tech e.g laptops

I am just posting this as it sort of ties in with the project Carmen is 
working on.  Older (or even new) computers can be repurposed to run Free 
software, with the Windows 10 support cut off date being about September 
2025, we have an opportunity to help people replace what they have with 
free software.
