It is general term "free software". Generally, it is installed each by
its own instructions. It is as question like how to eat the
food. Specific food have its specific instructions.

To help the Librarian, you could ask which specific software they
would like to install?

Then there are many good pointers on https://www.gnu.org and free
operating systems, and then there are package managers for single
pieces of software. Each free and FSF endorsed operating system has
little different instructions on how to install it.
