[Libcdio-devel] more small fixes

A couple more commits have just been pushed to my repo.

The first one, that enforces LF on config.rpath is for cygwin, since it 
has a problem otherwise.

The second one, is to prevent INSTALL from being rewritten, as it's 
getting slightly bothersome otherwise.
I flagged it internal as it adds the foreign attribute to 
AM_INIT_AUTOMAKE, which I'm not sure you'd want in what is really a pure 
GNU project, and also because it results in no COPYING file being 
created => a global license file is now missing.
I'll leave Rocky decide whether he wants to add an explicit COPYING and 
carry out something like that for mainline, to so that the INSTALL file 
is left alone.
