Check to see if you have the directory /usr/lib/kde3/plugins/designer
(if your KDE libs are in /usr/lib, that should be the correct location)
and that the files kdewidgets.so and kdewidgets.la are in it. If they
are, look through config.log for any error messages that could help
explain why configure can't find them.

Btw, you might want to consider upgrading to Mandrake 9.1, KMLDonkey is
written for KDE 3.1 and I'm not about to guarantee that it'll work well
under 3.0. It might be the cause of your problem, for all I know. Not to
mention that there are KMLDonkey RPMs available for Mdk 9.1. :)
