[Javaweb-submit] Reorganisation

In accordance with the discussion I had with the savannah crew, the
GNU java people and rms I have now changed the GNU java pages.

The new pages can be reached in the same way as the old ones:

  http://www.gnu.org/software/java/


A project at savannah manages the pages. The project is called:
javaweb

I have setup mailing lists for:

- submissions
- public discussion 
- private discussion amongst GNU java people

I have aliased the submissions list address to the gnu-java alias.
The alias now sends mail to:

  rao, arenn, maintainers, javaweb-submit

The webpages refer to javaweb-submit at the moment. If the
maintainers feel they should still get the gnu-java traffic I will
alter the links.

In the future I anticipate that individuals managing the java pages
will do so through the javaweb project (and the project's mailing
lists) and therefore we won't need to alter the alias much.
