which version of jailkit are you using? the latest version should give you a bit more debugging information too see what exactly the client is trying to start.

it looks similar to winscp's shell fallback mode. if you don't select 'sftp' winscp will give similar warnings, because it first tries to start a shell, and then from the shell tries to start a sftp-server if available.

I'm currently using 2.4 on this system. The log snippet was from the auth.log. 
Nothing in syslog. /dev/log does exist in the jail. Am I missing something?
