That depends on exactly what you mean by a "true multisite solution".
CVS's client/server mode works extremely well for multisite development,
but the repository isn't replicated: everyone has to access the same
central repository across whatever network you have. Because CVS sends
diffs whenever possible and provides the ability to compress all the
network traffic, that works pretty well even across slow links.
