No, the METIS algorithms are not included in igraph, and it seems that
they will not be any time in the not too far future. The source code
is available from the site you cited, but its license is not
compatible with igraph's. To reimplement it would be a huge piece of
work, and the gain wouldn't be very big, since the source code is
already there.
