I ran from the installer. For some reason I had to do "pkg rebuild" manually to get the packages running.

Did you install Octave using the installer (ends with "-installer.exe")
or using one of the archive formats?

If you used the installer, it should have run "pkg rebuild"
automatically as part of the installation.

If you used the archive format, then no. The download page points to the
wiki, and the wiki lays out some steps for you to run after extracting
the zip file.
