default.exe... my computer doesn't like it :)

wanted to try out the unofficial MXE build on my Win7 PC. I prefer the portable / unzipping approach, so I downloaded octave-3.8.1-1-portable.zip.  While unzipping to C:/Octave, I got an Access Denied pop up. It thought it needed admin to copy

C:\Octave\octave-3.8.1\share\nsis\Contrib\UIs\default.exe

enabling Admin, it then gave a general Access Denied error. Nothing I tried would let it pull the default.exe file out of the archive. I downloaded the .7z version, and got the same problem. 7za wouldn't extract the default.exe file. (all else was fine). 

Just for kicks I created an empty text file there, renamed it to default.exe.  PC was then fighting any attempt I made to modify and delete that file.  Admin delete killed it, but windows even threw an access denied error that time.

My only guess is its setting off some aspect of system security. default.exe is a very common virus/trojan name. can only assume my pc is protecting me from myself (running McAffee VS Enterprise. turning it off would involve diving into group policy stuff I'm not in the mood to do at the moment.

so for the time being, what won't work without that file?
