The octave-3.6.4_gcc4.6.2 is MinGW version. The download site tells so.
I have installed 3.6.4_gcc4.6.2 in my windows 8.1 PC.
octave:15> graphics_toolkit gnuplot
octave:16> figure
In my case, a gnuplot window titled 'Figure 1' appeared as expected.
I cannot say why you did see no Figure window.
