graphics_toolkit not working for gnuplot under windows 8.1 |

I know there was a problem I had to fix just to get octave to run under
windows 8, so I'm wondering whether there is a similar fix for this problem:
selecting gnuplot seems to do nothing.
graphics_toolkit gnuplot
figure
No window appears when these two commands are executed in a new Octave
command line.
