Any particular reason to use 3.7, which I think was never officially
released?
Anyway, as octave 3.8 which has a gui is now there, you can wait a bit
for the official binary (check the sourceforge website) or try this
unofficial built, which was announced on the list a while ago.

I'm not a windows user so I've not tried it though.
