Workaround is to save and close the file and Octave, reopen Octave and
the file, the edited line is now selectable as a breakpoint. Feels like
a caching issue. Reportable in bug list?

I think it is worth to file a bug. But as often said, the GUI is still experimental by now. So expect to live with certain workarounds until the next release.
