I don't think anyone knows exactly, the number is changing all the time as the
code is being developed all the time.
I suggest you download a specific released version of GNU Octave source code
from ftp here:
http://ftp.gnu.org/pub/gnu/octave/
and use a program like wc:
http://unixhelp.ed.ac.uk/CGI/man-cgi?wc
to count the number of lines.
