In Main Linux Distros there's a good Qt GUI for Octave, It's called Qtoctave,
the project is Spanish but it was abandoned. By the way, it works good and
it's in the repositories of all main distros: Debian, Ubuntu, Suse, Fedora,
Mageia, Rosa and so on.
For Windows, well exists an installer of a previous version. Or you can
build and install it with Cygwin, as Linux Style.

Qtoctave contains an utility called EasyPlot, it is a qt window to con
figure our plots, unfortunately this app not work very good in latest QT
versions, but Qtoctave works good now. It has got a debugger editor, as
Matlab.
