I would think the best way to get octave 3.6 out to RHEL 6 is to join
the epel-devel-list as indicated in http://fedoraproject.org/wiki/EPEL
in the last section at that link. Since they already built 3.4 for that
distribution it should not be to difficult for them to change that to 3.6.
