Actually, it's not necessary. The mat file format is documented:
http://www.mathworks.com/help/pdf_doc/matlab/matfile_format.pdf
I just asked someone with Matlab to try to open that file, and
apparently it doesn't work in Matlab either. Maybe you can ask whoever
gave you that file to save it in a different format.
