To give you a more concrete example I looked up what the configure
script takes on my machine

--with-blas="-L/usr/lib64/atlas -lptf77blas -lptcblas -latlas"
--with-lapack="-L/usr/lib64/atlas -llapack"

put your folders into it instead of /usr/lib64/atlas and check if that
helps.
