IIRC, Ubuntu 9.04 was a real pain for compiling octave because
canonical/motu/whatever only provided octave-3.0 packages and skipped
the new debian packages. Jaunty 9.04 wasn't a long-term-support
release and has already been superseded by Karmic 9.10 and is about to
be lapped again by the impending Lucid 10.4 which is a LTR. Both
Karmic and Lucid have the more modern debian octave-3.2 packages in
the universe repository at least.
