Maybe it's not 3.2 to blame.

I've tried to build both 3.0.3 and 3.0.5 with atlas-3.8.3 and both I have
the same failure as the one reported in the thread.

Please note that:

1) I intentionally built single-threaded ATLAS;
2) my system is 32 (not 64 bits).

I do have another 3.0.3 built with atlas-3.8.2 and it doesn't crash.
