run-octave hangs emacs

I am runing XP and cygwin and have the cygwin build of octave installed:
GNU Octave, version 3.0.1 - Octave was configured for "i686-pc-cygwin".
if I run it from the cygwin installation of emacs:
GNU Emacs 21.2.1 (i686-pc-cygwin, X toolkit) of 2004-03-22 on cm-test
I can call run-octave without a problem
however I much prefer the mingW version of emacs:
GNU Emacs 22.2.1 (i386-mingw-nt5.1.2600) of 2008-03-26 on RELEASE
when I call run-ocatve from this copy of emacs on the same machine I get
'Loading octave-inf...done' but then emacs locks up and I have to use the
task manager to kill it.
