Re: oct files for GNU/Octave on windows

I have written a guide to use mkoctfile MSVC octave.

Please care that this guide was described for the previous
MSVC binary 2.9.12-3.  

I found new bugs in 2.9.13 for the mkoctfile.  However you
can make .oct file in the MSVC octave-2.9.13.
