I presume by octave-developers you mean octave-devel. As you might have
guessed mkoctfile depends on octave-devel. As for the conflict
blas/libblas I don't know, as octave itself depends on blas and so it
surprises me you can install octave and not octave-devel. Probably just
forcing the install of octave-devel might be a reasonable workaround..
