This file does not exist unless you create it. Creating the file should be as simple as typing the path command you want in a text editor and saving the file in your home directory as .octaverc. If you are new to Unix/Linux, note that the "ls" command will not show the existence of files beginning with the "." character unless you use "ls -a".

Octave reads the .octaverc file in your home directory at start time, so
you can put path commands or any other settings you want in that file.
