Al,
from a shell you can do:
apt-show-versions octave-forge
After apt-get install octave-forge you should have octave-forge functions in
your path, try to find the "sparse" file (in my system
/usr/share/octave/2.1.53/site/m/octave-forge/sparse)
and check under octave the path with "path".
