Problems on Windows9x/ME

Yesterday I tried to build a static-only version of Octave for Windows (No 
atlas or octave-
forge), to see if it could work on Windows9x/ME. As I suspected, it didn't work 
on any of 
my Windows9x computers. Should I ask on the cygwin mailing list?
