install octave for windows

Hi,

I downloaded the binaries available for gnu ovtave 2.1.31on Windows
from sourceforge. Installation went fine, but when I try to call ovtave
from the dos prompt with "octave" I get " command unknown ..." When I
click on the octave icon on the desktop, I see the black dos prompt for
a second and then nothing...
Can anyone help me, please?
