This is not Octave's fault. Get a CVS snapshot
of the forthcoming Gnuplot version 4.0 at
http://sourceforge.net/projects/gnuplot/
configure with `--enable-mouse' (and
`--enable-pm3d' for filled-area plots, if your
terminal supports it) and you can zoom, rotate
your graphs.
