I want to install Octave for Windows

Dear Sir

We are trying to install Octave for Windows 95/98.
To do this we have downloaded the "painless" version from 
mathlink (octave-windows-2000oct25d.exe) and we don´t know
what is the next step because we identify certain Unix-like shell 
but we don´t know where is the octave code.
Will we need anything more software ?
If this the case: where can we obtain it ?
Could you help us ?
