The GPL contains the following exception (section 3):

  However, as a special exception, the source code distributed need
  not include anything that is normally distributed (in either source or
  binary form) with the major components (compiler, kernel, and so on)
  of the operating system on which the executable runs, unless that
  component itself accompanies the executable.

On some systems, Motif can reasonably be expected to be part of the
operating system.  But anyway, this issue has been beaten to death in
gnu.misc.discuss.  If you want to keep beating on it, please do it
there instead of on the help-octave list.
