In 2.0.11 and earlier versions, if you set do_fortran_indexing to 1,
you will get the behavior you want.
In 2.0.12 and later, a(:) will always stack the columns of a matrix
into a vector, so setting do_fortran_indexing to 1 for this feature
is no longer be necessary.
What version of Octave are you using?
