It is a test release for 2.0.14.  The test releases traditionally
start with x.y.z.90 in which x.y.z is the version number for the
previous release and count up until they are ready to become x.y.z+1.

Yes, at least for now.

Have you looked at  The download page
gives the scoop on the stable and development versions.  The test
releases are really only meant for people who are interested in
actually testing Octave before a new release, but they are also
publicly available on the ftp site.
