| Does this imply the patch file is broken, or that my patch program is
| broken, or something else.

I had not tried applying the patch until now and no one else has
reported problems, but I now see that it also fails for me with patch
2.1.  So I checked the latest release of patch from the FSF (version
2.5) and it seems to work.

BTW, the patch files are really shell scripts.  Gunzip it and read the
comments at the top of the file.
