I'm not sure I understand the question. Octave supports .m-files in a
way that is mostly compatible with Matlab.

Just `help' should do it.
| 3. Is there a url from which I can get the online help for commands?
The help command in the current release of Octave says
octave:1> help
Help is available for the topics listed below.
Additional help for builtin functions, operators, and variables
is available in the on-line version of the manual. Use the command
`help -i <topic>' to search the manual index.
Help and information about Octave is also available on the WWW
at http://www.che.wisc.edu/octave/octave.html and via the
address@hidden mailing list.
