I forgot to mention: I use emacs 21.4.

Is it possible to specify the unicode character with latin-1 charaters?
Say,
(global-set-key "\M-a" (lambda () (interactive) (insert ?\u+0a94)))
or something like that?
(so that the command would not depend on the encoding of .emacs)
